Programme Highlights

This course introduces the learner to the ethical issues arising from the use of Big Data and Artificial Intelligence / Machine Learning (AI/ML) in the field of health and healthcare.  From the basic premise of using personal health data for research, to questions on data privacy, anonymization, governance and oversight, and the importance of transparency and accountability in AI systems, this course will explore the ways in which ethical values, analysis, and reflection can inform the use of Big Data and the development of AI in healthcare.

Who Should Attend

This course will be of benefit to anyone whose work involves or influences the use of health data and the development of AI/ML in healthcare. This includes :

  • actual users of health data e.g. analysts, researchers, healthcare practitioners;
  • those who have control or oversight of health data e.g. data custodians, data protection officers;
  • decision–makers who set the policies and rules affecting the use of health data and AI/ML in healthcare (e.g. institutional managers, regulators).

Short Course Structure

The short course consists of four sessions. Participants are expected to attend all four sessions of this course.

Session 1

Introduction to Data Ethics

21 March 2023 (5.30pm to 8.00pm)

Learning objective:

  1. Understand the fundamentals of data ethics
  2. systematically apply an ethical framework to particular cases
  3. Understand the relevance of social license to health data use

Session 2

Privacy, Consent and Anonymization

27 March 2023 (5.30pm to 8.00pm)

Learning objective:

  1. Understand the core concepts of privacy, consent and anonymization
  2. Apply these concepts to particular cases in order to address ethical dilemmas

Session 3

Governance and Oversight of Health Data

27 March 2023 (5.30pm to 8.00pm)

Learning objective:

  1. Be aware of the relevant laws and regulations governing data use and sharing in Singapore
  2. Appreciate the role of institutional actors (Data custodians, access committees, IRBs, etc.) in the oversight of health data uses
  3. Understand the ethical principles and norms that define good data governance

Session 4

Artificial Intelligence and Machine Learning

30 March 2023 (5.30pm to 8.00pm)

Learning objective:

  1. Understand the unique ethical issues raised by Artificial Intelligence and Machine Learning (AI and ML) in health
  2. Apply ethical principles and frameworks to address said ethical issues

Topics covered:

  1. Transparency
  2. Accountability
  3. Bias
  4. Trustworthiness

Awards and Certification

Learners must achieve satisfactory attendance of least 75% of the online sessions to be considered as having successfully completed this course. 

CME/CPE points available for Singapore-registered doctors, nurses and pharmacists who successfully complete this course.
