Course Outline

The Executive Certificate in Healthcare Law and Ethics is designed to equip participants with the skills of critical thinking  and  analysis  so  they  may  apply  bioethical  and  legal  principles  to  various  healthcare  issues  in  practice.

The course comprises two modules HLE5101 and HLE5102.  Students must complete both modules to be awarded this Executive Certificate in Healthcare Law and Ethics.

HLE5101 Essentials of Law for Healthcare Professionals (2 MC)
This module will explore the core legal principles and precedents in healthcare practice. No experience in law or bioethics is needed. Related ethical issues that arise when reviewing cases will also be discussed. The topics covered include medical negligence, medical errors, patient confidentiality and disclosure, vulnerable adults and children at risk, innovative treatments and telemedicine.

HLE5102 Clinical Decision-Making: Ethical and Legal Aspects (2 MC)
This module will explore the core legal and ethical issues in decision-making in healthcare practice. No experience in law or bioethics is needed. The topics covered include consent, mental capacity, treatment refusal, end of life, role of family in decision-making, limits of parental authority in medical decision-making, lasting powers of attorney, advance directives, advance care planning, and best interests decision-making.

Who Should Attend

This course is suitable for all healthcare professionals, including medical, dental, nursing, pharmacy and allied health practitioners. Healthcare administrators, and other professionals with an interest in healthcare law and ethics are also welcome. No experience in the field of law or bioethics is required.

This Executive Certificate course bridges the gap between the undergraduate programmes in medical law and ethics and the more advanced formal courses in healthcare law and ethics.

Minimum Entry Requirements

  • Applicants must have a Bachelor’s degree and may be required to show relevant work experience.

  • Applicants with other qualifications and experience may be considered on a case by case basis, subject to approval by the Centre for Biomedical Ethics.

CPE Points

CPE points for doctors, nurses and pharmacists are applied and subjected to approval.

Attendance, Assessment & Certification

Participants must record a minimum attendance of 70%.

The assessment components are:

*Practicums are oral discussions involving an ethical dilemma in a clinical setting. The duration of the practicum will be approx 10-15 mins but could be longer depending on group size.They will be conducted in groups depending on size of the final class – online over Zoom.

Participants who successfully complete both modules (HLE5101 and HLE5102), and pass all assessment components, will be awarded an Executive Certificate in Healthcare Law and Ethics.

1) All self-sponsored Singaporean aged 25 and above can use their SkillsFuture Credit to pay for the course fee.

2) Mid-Career Enhanced Subsidy (MCES): Singaporeans aged 40 and above may enjoy subsidies up to 90% of the course fee.

3) Enhanced Training Support for SMEs (ETSS): SME-sponsored employees (Singapore Citizens and PRs) may enjoy subsidies up to 90% of the course fee.

Delivery Mode

Synchronous online sessions + asynchronous e-learning

Session Duration

The duration of the synchronous online sessions is 19.5 hours (13 sessions x 1.5 hours), and the duration for the asynchronous e-learning sessions is about 13 hours in total.
All synchronous online sessions will be held on every Thursday from 6:30pm to 8:00pm

Clinical Decision-Making: Ethical and Legal Aspects

Week 1 – 15 Aug: Introduction: Approaches to moral reasoning, basics of legal reasoning, how to construct bioethical arguments

Week 2 – 22 Aug: Understanding capacity, consent, and refusal for adults

Week 3 – 29 Aug: Parental rights and medical decision-making by minors

Week 4 – 5 Sep: Decision-making for adult who lack capacity

Week 5 – 12 Sep: Ethical and legal issues at the end of life

Week 6 – 19 Sep: Shared decision-making and the role of family in decision

Week 7 – 3 Oct: *Practicum

Essentials of Law for Healthcare Professionals

Week 8 – 10 Oct: Medical negligence I

Week 9 – 17 Oct: Medical negligence II (duty to advise)

Week 10 – 24 Oct: Patient confidentiality: when is disclosure justifiable?

Week 11 – 29 Oct: Vulnerable adults and children at risk

Week 12 – 7 Nov: Innovative practices and telemedicine

Week 13 – 14 Nov: *Practicum

* Practicums are conducted in groups depending on size of the final class – online over Zoom. A short discussion/presentation about a case given to the participants. Duration approx 10-15 mins but could be longer depending on group size. A more elaborate assessment plan with details and requirements for the practicum will be shared at the beginning of the course.

Submitting an Application

1. Participants must self-enrol for BOTH modules under the Executive Certificate in Healthcare Law and Ethics individually via the NUS Online Application Portal (OAP):

• HLE5101 – Essentials of Law for Healthcare Professionals
• HLE5102 – Clinical Decision-Making: Ethical and Legal Aspects

2. Participants cannot choose just one of the modules. Successful completion of BOTH modules are required to obtain an Executive Certificate in Healthcare Law & Ethics.

3. Please prepare to upload your NRIC (front and back) / transcript / certification during the application process.

4. There are limited spaces available for this course. It is not offered on a first-come first-served basis. A committee reviews all applications based on eligibility criteria.

5. In early July, applicants will be notified of the application outcome. If you have been offered a place, you must accept or reject the offer by the stipulated deadline.

6. After accepting the offer, the NUS administrative and finance teams will contact the applicant regarding the payment and enrolment process.

7. There is a Student Services Fee of $25.46 after enrolment.
