Overview

The prestigious MOH-NUS Masters Fellowship offers a comprehensive postgraduate programme for Singapore citizen and Singapore permanent resident professionals to pursue full-time study for a Master of Science degree in Biomedical Ethics at NUS Medicine, including coursework, study attachments, and a research thesis.

Programme Structure: The Fellowship includes 12 months of coursework at the Centre for Biomedical Ethics (CBmE) in NUS Medicine, followed by 6 months of attachments with the Ministry of Health (MOH) and/or Singapore public healthcare institutions (PHIs), and culminates in a research thesis/project under CBmE supervision.

Eligibility: The Fellowship is open to Singapore citizen and Singapore permanent resident professionals with relevant working experience and an undergraduate degree in a related field. 

Financial Support: The Fellowship provides a scholarship covering tuition and other university fees, along with a monthly stipend of $3,500 for the duration of the program, funded by a grant from the Ministry of Health.

Application Process: Applications must be submitted online through the CBmE application portal by 31 July 2025 for the course starting in January 2026. Interviews may be conducted to assess the suitability of candidates for this Fellowship.

Programme Structure

This Fellowship has 3 components:

            (1) Coursework for the NUS MSc programme – 4 courses i.e. 2 mandatory core courses and 2 other elective courses,

            (2) Study attachment with MOH and/or Singapore public healthcare institutions (PHIs), and

            (3) Research thesis/project, under supervision of CBmE academic staff.

The duration of the Fellowship is between 18 to 24 months:

            (1) 2 consecutive regular semesters (equivalent to 1 academic year) in NUS for the coursework,

            (2) 6 months for the attachments to MOH and/or PHIs, and

            (3) Up to 6 months in NUS for the completion and submission of the research thesis/project.

For Coursework, Fellows must complete 4 courses (2 mandatory core courses and 2 other elective courses) over 2 consecutive semesters.

For the Study Attachment, the Fellow will be placed with departments or divisions in the Ministry of Health (MOH) and/or Singapore public healthcare institutions (PHIs) over a period 6 months. It will expose the Fellow to the work of these bodies, whether in policymaking, service delivery or development, where they intersect with various aspects of healthcare and biomedical ethics. The learning experience from these attachments will also contribute to and form part of the research thesis/project.

The Research Thesis will be undertaken under the supervision of an academic staff from CBmE. The research topic will be determined with the supervisor and will be in an area of study identified for this Fellowship programme. Upon completion, it will be submitted for examination by a NUS Board of Examiners.

Eligibility & Admission Requirements

This Fellowship is open to Singapore citizen and Singapore permanent resident professionals with working experience in providing health and social care services, including healthcare practitioners i.e. doctors, dentists, nurses, pharmacists and other allied health profession as well as medical and community social workers.

Other Singapore citizen and Singapore permanent resident professionals working in the health and biomedical sector who are involved in the planning and delivery of health and social care services and/or attending to the health and welfare of patients, will also be considered.

Undergraduate Degree • Bachelor of Medicine and Bachelor of Surgery (MBBS)
• Bachelor of Dental Surgery (BDS)
• Bachelor’s degree with Honours; or
• Equivalent degree
English-language Proficiency May be required to demonstrate proficiency (e.g. TOEFL or IELTS scores) if the medium of instruction of the undergraduate degree was not English
Curriculum vitae (CV) CV highlighting academic accomplishments and relevant professional experience
Statement of purpose Personal essay or statement of purpose, detailing research interests, career aspirations, and motivations for choosing this Masters Fellowship programme.
Referees Two (2) letters of recommendation from academic or professional referees, offering insights into the applicant’s qualifications and potential.
Others (optional) Candidates may also submit additional evidence of their academic ability, research skills or professional experience, such as Graduate Record Examinations (GRE) scores, involvement in research projects or publications, to support the application.

Applications must be submitted by 31 July 2025 for the course starting in Semester 2 January 2026.

Candidates may be interviewed by a panel to assess their suitability for this Fellowship. Interviews will be conducted in July/August for the January intake.

Fees, Scholarship & Financial Aid

This Fellowship is supported by a financial grant from the Ministry of Health (MOH).

The Fellowship will include a scholarship to cover the tuition fees and other relevant university fees for this course.

The Fellow will also receive financial support in the form of a monthly stipend of $3,500 (subject to prevailing requirements for CPF contributions per month) for the duration of the Fellowship.
