Justin is a public health physician and Director of Advanced Methods and Analytics at Singapore’s Communicable Diseases Agency, where he leads work across epidemiology, biostatistics, modelling and data analytics. He has significant experience across Singapore, Brunei, the UK and WHO, spanning surveillance, preparedness and response to communicable diseases, and in health systems strengthening. His work focuses on building systems, capabilities, and teams that connect data and technical analysis with practical public health decision-making. Justin previously established the Brunei Centre for Disease Control and Prevention and served as its inaugural Director. He qualified in medicine from Imperial College London and undertook postgraduate specialist training in public health medicine in the UK.
